We are looking for a Subcontractor Administrator for a major road infrastructure project in Romania, to join our Webuild team.
Main responsibilities :
The Subcontract Administrator is responsible for managing subcontracting contracts within the Contracts Department related to the "Design and Construction of Sibiu - Pitesti Highway, Section 3: Cornetu – Tigveni" project. This role involves close collaboration with the Contract Manager, Project Manager, Contractors, Subcontractors, and Providers involved in project activities to ensure that all subcontracting activities are properly managed, documented, and executed in accordance with applicable laws, regulations, and contractual terms.
The Subcontract Administrator plays a critical role in ensuring that the objectives of subcontracting contracts/service provisions are met, subcontractors fulfill their obligations properly, receive timely information and documents from the Contractor, are paid on time, and that project execution deadlines are met.
Responsibilities Include:
Efficient use of work time;
Timely and high-quality execution of assigned tasks;
Knowledge and compliance with labor protection and occupational safety and health (OSH) norms specific to the workplace;
Compliance with the collective labor agreement, individual labor contract, Internal Regulations, and Webuild Code of Ethics;
Bearing legal consequences in case of material damages caused to the Company due to work performed;
Maintenance of confidentiality regarding work-related activities to third parties.
Review and analysis in collaboration with the Procurement Department, if necessary, of offers received from subcontractors to ensure compliance with project requirements and budget constraints.
Assistance in drafting and negotiating Subcontracting Contracts or service provisions, addenda, and other related documents, including change orders and modifications.
Assistance to the Procurement Department in the selection and approval process of subcontractors, if necessary, including verification of authorizations and accreditations, insurance coverage, and compliance with applicable regulations and laws.
Monitoring subcontractors' performance and collaborating with Production Responsible and Department Managers to identify and resolve any performance issues.
Providing guidance and support to subcontractors, if necessary, regarding contractual and administrative matters.
Maintaining accurate and complete records related to Subcontracting Contracts/service provisions and documentation of all changes and modifications to contracts and related documents, as well as monitoring subcontractors' activities and performance of their obligations.
Monitoring contract deadlines and validity periods and timely informing relevant Departments and Management about their expiration date for following applicable procedures in case extension of terms or validity is required.
Preparation, in collaboration with the involved departments, of any Notifications or responses to Notifications to subcontractors/service providers regarding any unfulfilled obligations, claims, or demands issued, acting to defend the Contractor's interests.
Tracking obligations and commitments undertaken by the Contractor within subcontracting contracts/service provisions and informing internal Departments and Management about necessary actions to ensure timely fulfillment of any contractual obligations towards contractual partners.
Ensuring compliance with all relevant laws, regulations, and policies related to subcontracting.
Requirements/Qualifications:
Higher education - degree in civil engineering, business administration, construction management, or a related field;
Relevant experience in subcontracting administration in the construction industry;
Knowledge of applicable laws and regulations in construction, public procurement, and subcontracting of works and services;
Excellent communication and negotiation skills, in both Romanian and English. Knowledge of Italian language may be an advantage;
Institutional representation skills, maintaining collaborative relationships, and cooperation with contractual partners;
Strong analytical and problem-solving skills;
Ability to manage and track multiple tasks and objectives simultaneously;
Excellent computer skills, familiarity with construction project management programs and tools;
Attention to detail and accuracy in all aspects of work;
Required Skills:
Data extraction, information centralization, and record-keeping;
Analysis, synthesis, and solution identification;
Institutional representation;
Adaptability to working with new people and situations;
Ability to work independently and in teams;
Organization and adherence to deadlines;
Collaboration and remote work with individuals or teams in different locations.
