• Lead the design, development, and deployment of web and mobile solutions.
• Ensure high standards of software coding, scenario and unit testing, and defect resolution.
• Provide collaborative leadership in system architectural analysis and design.
• Actively participate in agile development practices, including sprint planning and reviews.
• Maintain comprehensive documentation and ensure all deliverables meet City development and quality standards.
Qualifications
Mandatory Skills
1. Seven plus (7+) years' experience, within the last ten (10) years, in planning and design, implementation, testing, supporting and documenting custom software development.
2. Five (5) years' experience, within the last eight (8) years, with web and mobile frameworks such as React, Angular, Backbone.js and Jquery;
3. Two (2) years’ experience, within the last four (4) years, with React development.
4. Five (5) years' experience, within the last eight (8) years, in UI/UX (User Interface/User Experience) design discipline.
5. Five (5) years' experience, within the last 10 years, with database technologies, database, and scripting such as Oracle or SQLServer;
6. Five (5) years' experience, within the last eight (8) years, with industry standard programming languages such as C#, ASP.NET, Visual Studio, JavaScript.
7. Five (5) years’ experience, within the last eight (8) years, using Agile development practices.
Desired Skills
1. The ability to mentor other developers
2. Five (5) years’ experience, within the last eight (8) years, in the public sector or large organizations.
3. Previous experience with Modern Application Framework (MAF) and Blacksmith Framework
4. Ability to investigate and solve problems in complex applications.
5. Ability to manage multiple competing priorities and tight deadlines.
6. Strong verbal and written communication skills to communicate both internally and externally with personnel at all levels.
7. Experience with Service Oriented Architecture (SOA) and Web services
8. Experience with secure coding practices and OWASP top 10 web application security vulnerabilities
9. Ability to work independently.
10. Experience with ESRI products and coding toolsets
