Responsibilities
- Plan and assist leading a project as part of a digital and transformation initiative.
- Provide leadership to project teams, external service providers and contractors, e.g. vendors.
- Lead the implementation effort of a public-facing support page; advance the publication and display of Open Data; and develop and promote LEAN processes related to technology transformation initiatives.
- Identify impact of change, escalate to project sponsor for decision, revise work plans, schedule, and project budget to implement approved changes.
- Assist with coordinating ITS, JTS resources (e.g., networking team re: IP addresses, certificate generation team, domain administration group, and any other relevant parties), divisional teams, Ontario.ca, and vendor teams to support project activities (e.g., domain name, certificate signing, website publishing).
- Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
- Provide strategic guidance to organizations with regard to technology modernization initiatives, including analysis and enablement of major business processes through enhancements to IT.
- Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization’s I&IT systems.
- The Specialized I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.
- Develops processes based on LEAN methodology for current and future state, including documenting value-add process steps and gaps.
- Prepares reports and presentations including options, recommendations, implementation plans, etc.
- Works with clients to define the scope of a project, determine requirements, and manage the project to execute within timelines.
- Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems.
- Plans and ideates for future enhancements based on user input, supporting ongoing technical activities and project planning.
- Act as liaison between ITS resources, vendor and project team in resolving technical issues/concerns; monitors production use and recommends improvements.
- Leads and conducts business analysis to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
- Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
- Support the testing team during system and UAT testing of the reports.
- Provide specialized advice and expertise to client groups and for the development of business cases and Treasury Board / Management Board of Cabinet submissions.
- Participate in knowledge transfer.
- Participate in lessons-learned sessions.
- Touchpoints, Scrums, Project Updates.
Qualifications
Must Haves:
- At least 6 years of experience with process design, business analysis and project management of applications/systems.
Desired Skills:
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
- Knowledge of operations management and security and emerging technologies to assess client needs, lead projects, and provide expertise.
- Knowledge of technical standards, principles, and best practices to ensure client needs are optimally met by the solutions and services being implemented and to validate vendor advice at all stages of a project.
- Knowledge of software development platforms, development methodologies, technical standards with respect to software architecture and design (multi-tier models), technical infrastructure requirements, cloud technologies, etc.
- Knowledge of IT security requirements, and best practices in implementing high availability solutions with requirement of hosting solutions with high sensitivity and confidentiality ratings.
- Knowledge of resource management approaches and financial management to develop and manage budgets.
