Responsibilities
- Lead the development and delivery of functional and ministry-specific analytics to support evidence-based decision-making and produce actionable insights.
- Work closely with clients groups to assess current data analytics and reporting capabilities, gather future-state requirements and identify further opportunities for improvement.
- Facilitate decision-making and manage client expectations.
- Own the execution of analytics initiatives including end-to- end reporting and data set delivery.
- Develop robust statistical models and machine learning algorithms to model business scenarios and extract valid inferences.
- Participate in documentation, development, testing, and end user training.
- Work with functional area experts, Data Architects and ETL Developers and stakeholders to understand complex business issues and develop appropriate Business Intelligence solutions.
- Design methods to capture, structure, transform and process data to be used to generate models.
- Build data models that provide information which is accurate, easy to understand and unbiased.
- Communicate complex quantitative analysis in a clear and precise manner, providing useful visuals and summaries.
- Provide interpretation, advice, and expertise to client groups and other stakeholders, including direction on how to transform analytics into actionable information and proactive insights that support decision making.
- Assess datasets from various ministry sources, including those involved with land-use planning, child care, and school related data.
- Identify potential gaps (e.g. inconsistencies, errors) in datasets and documenting gaps as well as steps for resolution.
- Identify new datasets needed to improve analytical capabilities of a proof of concept; Developing reports in various visualization tools (e.g. GIS, Tableau, Microsoft PowerBI).
- Conduct historical analytics on relational datasets.
- Conduct predictive analytics on relational datasets; and
- Document the findings at each phase of work and reporting the findings to the team.
Qualifications
- Superior Knowledge of MS analytical products in particular Excel and data validation on Excel forms.
- Experience with SQL databases
- Experience cleaning, transforming and joining data
- Experience is creating and applying data standards
- Experience with dimensional data models
- Statistical modeling using R and experience integrating R with Microsoft Power BI an asset
- Experience building visualizations in R Shiny, SAS, Python, Esri/ArcGIS, Microsoft PowerBI, and PowerViewer, Cognos an asset.
- Experience developing business intelligence and various analytics resources
- Experience with cleaning, transforming, integrating, and visualizing data sets
- Experience understanding a data model
- Experience creating interactive visuals
- Experience in developing documentation on data standardization and requirements
- Demonstrated consulting and relationship management skills, with proven ability to elicit requirements, develop/consult on options and solutions, and provide effective guidance
- Previous public sector experience in an organization of equivalent size and complexity to the Ontario Public Service.
