• Identify deficiencies in the above, and direct efforts to address such deficiencies.
• Participates in business development activities in securing incoming orders for the Company, including participating in the preparation of high quality tenders.
• To establish the Project tendering strategy, procedures and conditions, structuring of contract packages, manage the tender to award
• Oversees proper reporting of the project(s) to the company level.
• To establish, monitor, update and accurately forecast all Project plans, budgets, programmes and resources requirements
• Act as project sponsor or project director, where relevant
• Assume responsibilities of PM / DM / CM, where necessary.
• Oversees project establishment phase to ensure project is established promptly and correctly. Defines and assigns responsibilities within the project team.
• Oversee design, permitting, procurement, construction, contracts administration, commissioning, turnover & closeout (qualification where necessary) phases of the project(s).
• Adhere to the Contract and the Project Execution Plan (including centralized corporate systems)
• To ensure the quality of works are delivered is in accordance with the design and QA/QC Plan;
• Oversee Appointment, administration and payment of all subcontractors and suppliers;
• To identify, report and update the Contract changes and modifications to the relevant parties, in line with Company Policy and that all opportunities are taken to minimize costs
• To ensure that all relevant notifications to the Client are delivered in the current form and within the necessary time frame;
• Provides leadership, guidance and supervision to Project Managers and other subordinates in the management of projects.
• To direct and manage the performance the subordinate staff employed in the Project;
• Responsible for performance of project staff generally, and direct reports specifically.
• Monitors the performance of subordinate staff employed in the Project; assessing the competencies required, identifies deficiencies and initiates to the personnel’s HoD any training and development requirements.
• Ensure that resource planning is carried out and that resources are managed effectively, including mobilization and demobilization phases.
• Forms strategic business relationships with clients and other key relevant parties.
• Develops positive relationships with Owners and Clients
• Maintains professional relationships with Consultants, Local Authorities and subcontractors.
Qualification:
• Degree with background in construction engineering
• Diploma holders with additional 2 - 3 years’ experience unless equated with professional certifications
• Over 18 years project management/construction/engineering experience with 8 years in leadership position and 5 years in business development position in China
• Completed project from start to finish in both EPC and EPCM contracting
• Previous project experience in relevant construction projects
