Responsibilities
Provide leadership to Senior Programmer Analysts and Senior Test Analyst for timely and effective delivery of the projects and production support activities
Employ the full life cycle of related IT applications, IT project management skills, and excellent people management and communication skills
Act as a resource to the development and design team to ensure the quality and timeliness of deliverables
Gather related metrics, understand priorities and coordinate priorities across the team, reporting risks to the Senior Manager, Enabling Services on an on-going basis
Monitor and provide related team metrics to the Senior Manager, Enabling Services such as status updates, team activities, time and resource allocations, risk assessments and project progress
Ensure procedures and processes are in place to support production and operational activities
Set and maintain coding standards, conduct code walkthroughs and reviewing technical specifications
Contribute, along with peers, to annual planning activities under the direction of the Manager, Development Services ensuring alignment of team’s individual performance planning objectives to the strategic plan and departmental goals
Develop annual performance objectives and individual development plans in partnership with each team member and conduct performance review meetings
Provide coaching and mentoring to the team, develop learning goals and ensuring their ongoing professional development through training
Qualifications

Bachelor’s degree in computers, math, engineering or equivalent experience
Experience in system development life cycle - prefer 5-7 years
Minimum 3 years .Net development
Minimum of 2 years of team leadership or supervisory experience
Experience with ARCGIS version 10.9.1 or higher (ESRI product) and associated software such as ARCMAP, ARCSDE and VertiGIS
Experience with configuration of SharePoint version 2016 or higher as a document management repository
Experience in data analysis with strong analytical skills to identify and address production issues
Experience in code review, test code coverage and release management. C# development an asset
Experience in system integration and data synchronization
Experience with Agile methodology and Jira for task and work managemen
