Position Summary:Own and drive market access strategy projects collaborating with relevant functions as thought leader and project managerPlan and execute market access strategies in order to make sure best patient access to products in JapanCollaborate with Japan General Manager and relevant other departments (regulatory affairs, medical affairs, marketing, biopharma, and public affairs and sales etc.) to bring the best results on patient access to cancer cares/diagnosticsDevelop reimbursement strategy, quality reimbursement dossiers for the Japan IVD products and lead communication with MHLW to obtain best reimbursementActively engage government officials, KOLs, politicians to shape the CGP (comprehensive genomic profiling), CDx (companion diagnostics), and MRD (minimal residual disease) market from reimbursement/patient access perspectiveParticipate industry group activities as a representative of XXXX and propose actions Essential Duties and Responsibilities:Internal dutiesBuild and execute a coherent, integrated market access strategy for Japan products aligned to business priorities and endorsed by the senior managementProvide expert counsel and identify specific actions related to opportunities and threats presented by government policy for identified business units, product teams and senior managementInterpret key developments in government health, economic, science and innovation policy, identify the opportunities and threats to our business and develop appropriate plans to influence and engage in health policy developmentDevelop briefing documents that highlight policy issues around each clinical area of concern to ensure consistent approved messaging when engaging with any external stakeholders;Select and commission Public Affairs agencies as needed to provide support across a range of Govt Affairs activities. Review these services against quality standards;External relationshipsEngage with key government officials mainly MHLW for strategic reimbursement submissionEngage with a range of political stakeholders including senior politicians, cancer topics to highlight policy disconnects and identify opportunities for mutually beneficial solutions and aligned healthcare policies;Develop effective networks and relationships with key external stakeholders including, but not restricted to senior politicians, industry groups, relevant advisers and civil servantsIdentify key policy stakeholders for each clinical priority area and engage with these individuals so that they can have a more informed debate about issues, policy gaps/disjoints and opportunities;Engage with external stakeholders to identify areas of mutual interest, leading to the facilitation of events such as debates, parliamentary receptions (e.g. involving patient groups);

Qualifications
English proficiency: advanced preferred
Japanese: Native level
Expertise and current command of the detail and direction of government policy;
Specialist knowledge of and experience in one or more of the following areas: pharmaceutical or med tech industry policy; trends in life sciences and innovation; Health Technology Assessment; health or industrial economics;
Significant experience in Government/Public Affairs/Government Lobbying;
Experience and in-depth knowledge of government policy in relevant areas;
High level of verbal and written communication skills;
Broad knowledge and awareness of current affairs;
A proven record of demonstrating strategic, creative thinking resulting in tangible business outcomes;
Highly skilled in establishing and building networks with key policymakers;
Experience in the Commercial Sector; a team player who is adept at working cross-functionally within a matrix organization;
Project management, including (preferably) experience in managing agencies.
Build a strong professional culture – improve rigor, process discipline, measurement, and accountability in order to support a high-growth business.
A hands-on leader who possesses intellectual curiosity and the skills to exceed expectations consistently.
