We are currently looking for a finance officer to join Bridgend Council.
Location: Civic Offices, Angel Street, CF314WB (Hybrid)
Hours: 37 hours per week. Flexibility over the days and times of work, as long as the hours worked between 08:30am and 5pm.
Duration: 3 months
Hourly Rate: £15.84 (weekly pay)
The purpose of this role is to provide financial support for all grant funded projects and associated core budgets within the central grants team. You will be working under the management of the central grants team. You will be responsible to provide support and assistance to the funding alignment programmes, multi-agency teams and contribute to the development and implementation of effective financial management systems.
Requirements:
- Educated to a degree level or able to demonstrate through experience or possess a relevant qualification such at AAT.
- Financial competency and experience in developing budget management systems for audit/monitoring and control.
- Knowledge and experience of using computerised financial packages including Excel spreadsheets.
- Experience of working within a finance environment.
- Experience of financial reporting particularly in relation to grant funded schemes.
- An understanding of financial procedures used within local government.
- Experience of working with partner organisations in a multi-agency approach.
- Experience of working as part of a team.
Key Responsibilities:
- Undertake the monitoring of actual spend against budget for a range of different programmes adhering to terms and conditions of funding, along with individual programme guidance.
- Accurately and regularly up-date the Team Leader - Central Grants (Finance) and the Deputy Team Manager on the financial position of programmes identifying and advising on the possible re-allocation of any under-spend.
- Prepare all grant claims for submission to Lead funding bodies ensuring only eligible costs are claimed, a full audit trail is maintained, Local Authority financial procedures are followed and deadlines are met to ensure the timely reimbursement of funds to the Local Authority.
- Monitor all financial activity of the Early Intervention and Prevention services including that of external agencies (third sector and other public sector) through effective regulation and auditing procedures to ensure eligibility and compliance, addressing areas of non compliance as appropriate.
- Support the Team Leader - Central Grants (Finance) and Deputy Team Manager to develop the annual financial delivery plans for all programmes and prepare these for submission to CMB, Cabinet, Welsh Government, and other lead funding bodies for approval.
- Oversee the ordering and processing of payments to all suppliers and service providers of Early Intervention and Prevention programmes undertaking authorisation of orders and invoices on the Council's Financial Systems.
- Responsible for ensuring the appropriate use of the Central Grants Team petty cash account, including, reconciling the imprest account and ensuring relevant documentation is stored for audit purposes.
