Responsibilities
1.Develop a draft provincial Data Governance Framework for review and feedback.
d.The initial draft should be solid enough to allow each organization to understand how they will need to absorb it into their existing Data Governance program, which will also position them to provide valuable feedback.
2.Develop an Implementation Plan for each organization describing, at an elevated level, how to embed this Data Governance Framework effectively and efficiently into their existing Data Governance structures. The initial draft of the Framework and the Implementation Plan should be circulated together for feedback.
3.Produce a final Data Governance Framework after incorporating feedback from all parties.
4.Develop a PowerPoint deck describing the Framework and Implementation Plan, and the process that led to this final product including the review processes.
5.Develop a Training Program
a.The content for a training program will focus on educating employees about the data governance principles and practices included in the Framework.
b.The objective of this training will help build a data-driven culture and ensure that all employees understand their roles and responsibilities in managing data.
c.The consultant will not be required to deliver the training.
Qualifications
•7 years of recent experience in providing services of similar scope and complexity in the public sector demonstrating knowledge and understanding related to data and information governance with a particular focus on data access and data sharing involving large volumes of personal information.
•Demonstrated knowledge of information related to Canadian legislation, regulations and policies. In BC these would be the Ministry of Health Act, the e-Health Act, and the Freedom of Information and Protection of Privacy Act in British Columbia.
•Demonstrated knowledge of data systems and analytics, including the use of large complex data sets to support analytics.
•Managing with diverse collaborators across the sector in different levels and parts of an organization and leading teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations and other public entities.
•Managing and creating working relationships within a complex policy environment (business and social policies).
