Responsibilities
a. Business requirements collection and documentation.
b. Stakeholder facilitation.
c. Translation of business requirements to technical documentation.
d. Business process analysis and mapping of current, as-is processes and to-be processes.
e. Completion and updating of project documentation.
f. Assumes a leadership or team member role with unit, and system testing.
g. Assumes a leadership team member role with end user training.
h. Facilitates stakeholder engagement including conducting project updates, one to one
and one to many interviews and workshops.
i. Liaise with peer municipalities, and the Province of British Columbia contacts
responsible for their agencies development permit systems and services.
j. Assist with assessment, and integration of its building permitting systems with the
Province of British Columbia’s Building Permit Hub.
k. Facilitating change for end users by preparing and executing a change management plan
specific to the development permit project.
l. Manage resistance by anticipating and actioning strategies to reduce blockages that will
impede adoption of the new services.
Qualifications
The proposed Business Analyst professional must have:
a. Professional certification in Business Analysis, for example, Project Management
Institute-Professional in Business Analysis or equivalent.
b. A minimum of four (4) years experience in the delivery of business analysis expertise in
an enterprise environment.
c. Business Analysis experience with a software-based implementation in a Canadian local
government.
d. Business Analysis and / or system analysis technical experience with Tempest Prospero or
a comparable product.
